Is Elk Ridge, Utah a good place to live?
For families who want a big lot, mountain views, and a quiet street, yes. Elk Ridge is a residential town on the foothills southeast of Payson and south of Salem. It was incorporated in 1976 and is almost entirely single-family homes.
- Big lots by rule: the city's smallest residential zone requires 12,000 square feet, most zones require 15,000 to 20,000, and the hillside zones require one acre or more.
- Lower property tax than its neighbors: the 2026 rate of 0.009610 is below Payson, Salem, Santaquin, and Woodland Hills.
- Settled, not booming: Elk Ridge grew from 4,714 people in 2020 to an estimated 4,969 in 2025, about 5%, while Utah County as a whole grew about 15%.
- Close to a hospital: Mountain View Hospital in Payson is about 8 minutes away.
The tradeoffs: Elk Ridge is about 12 minutes from I-15 and 28 minutes from downtown Provo. There is no secondary water, so lawns are watered with metered city water. The fire department is volunteer-based, and homes near the open hillside must meet wildfire building and landscaping rules.
Is Elk Ridge safe? Who polices it?
Elk Ridge does not have its own police department. The Utah County Sheriff's Office has provided its law enforcement since the town incorporated, with one deputy assigned to Elk Ridge and backup from the sheriff's south region deputies.
Because of that, the state's Crime in Utah report does not publish a separate crime rate for Elk Ridge. Its numbers are folded into the sheriff's whole service area, which reported 24.20 offenses per 1,000 residents in 2024, below the Utah County rate of 30.81. That area covers several towns and the unincorporated county, so treat it as a regional figure, not a number for Elk Ridge itself.

What are property taxes in Elk Ridge, Utah?
Elk Ridge's 2026 property tax rate is 0.009610, down slightly from 0.009666 in 2025. The whole city is one tax district (district 181), so unlike some newer towns nearby, there are no special neighborhood levies to watch for.
Utah taxes a primary home on only 55% of its market value. Here is what the same $700,000 primary home pays in 2026 in Elk Ridge and its neighbors:
| City | 2026 rate | Estimated tax, $700,000 primary home |
|---|---|---|
| Elk Ridge | 0.009610 | about $3,700 a year |
| Salem | 0.009734 | about $3,748 a year |
| Payson | 0.009882 | about $3,805 a year |
| Santaquin | 0.010004 | about $3,852 a year |
| Woodland Hills | 0.011581 | about $4,459 a year |
About 74% of the Elk Ridge rate goes to the Nebo School District. The city's own share is 0.001005. A second home or rental is taxed on its full value, about $6,727 a year on the same house.
Rates from the Utah County Treasurer, district 181. Estimates assume Utah's 45% primary residence exemption.
Who provides power and water in Elk Ridge?
Power comes from the South Utah Valley Electric Service District (SESD), not Rocky Mountain Power. Elk Ridge City provides water, sewer, storm drain, and garbage service on one city bill.
- Electricity: SESD, based in Payson. Call (801) 465-8020 to start service or report an outage.
- Water: a $50 monthly base charge, then $1.50 per 1,000 gallons for the first 10,000, rising in steps to $7.50 per 1,000 gallons above 120,000.
- Sewer: $89.50 a month.
- Storm drain: $6.50 a month.
- Garbage: $14.75 a month per can, with an optional recycling can for another $14.75.
Before you use a gallon of water, the fixed city charges come to about $160.75 a month, plus power and gas. New accounts pay a $100 deposit, refunded after 12 months of on-time payments.
Does Elk Ridge have secondary water?
No. Elk Ridge City lists no pressurized irrigation service, and the secondary water section of city code was repealed in 2015. Lawns and gardens are watered with metered city water on the rising rates above, so a big green lawn costs more to water here than in towns with secondary water. Ask the seller for a year of utility bills, and expect watering limits in dry years: the city fines watering during mandatory restrictions, starting at $100.

What are the wildfire and hillside building rules in Elk Ridge?
Elk Ridge sits in the wildland urban interface, where homes meet open brush and forest, and the city has stricter building and landscaping rules there. If you are buying or building near the hillside, these rules shape what you can build and how you keep up the yard.
Wildfire rules (city code Title 9, Chapter 3)
- Fire safety permit: in the mapped interface area, the fire chief must issue a fire safety permit before the city issues a building permit.
- Roofs: Class A or B fire-rated roofing only. Wood roofs are not allowed.
- Walls, vents, and windows: exterior walls of masonry, brick, stucco, or another approved noncombustible material; vents screened with quarter-inch mesh; double-pane or safety glass on the downhill side.
- Defensible space: clear dead vegetation within 100 feet of the home, keep native brush like scrub oak at least 50 feet away unless it is in small, separated islands, and keep trees at least 20 feet from the house.
- Burning: open burning is allowed only in spring and fall windows, with a one-day city permit and a same-day call to Utah County Dispatch at (801) 851-2876.
Hillside rules (HR-1 zone)
- Lots are at least 40,000 square feet, a little under an acre.
- No building on slopes of 30% or more. Slopes of 20% to 29% need a licensed engineer and city approval, and slopes of 20% or more outside the building area must stay natural.
- No benching or terracing to make a bigger building pad, and no more than 15 feet of total cut or fill on a lot.
- Driveways can be no steeper than 12%, or 15% if heated. Homes can be up to 36 feet tall.
- A geotechnical report is required, and at least 75% of the remaining native hardwood trees must stay after the home site is cleared.
Higher up, the CE-2 and CE-3 critical environmental zones require four- to five-acre lots, with smaller lots allowed in CE-3 only when 40% of the land is set aside as open space.

The city has said these impact fees will increase on December 8, 2026, after an updated impact fee study, so the timing of a permit matters. Expect a $1,000 plan check deposit and a $2,500 landscaping deposit, most of which is refunded when the yard is finished.
Can you build an ADU or basement apartment in Elk Ridge?
Yes, with a permit. Elk Ridge allows one accessory apartment per home in every residential zone, either inside the house, like a basement apartment, or in a permanent accessory building. Under city code section 10-12-29:
- The owner must live in the main home, and the permit renews each year with proof of that.
- Two extra off-street parking spaces are required, paved, on top of the main home's parking.
- The apartment must be at least 300 square feet, with its own outside entrance. On a new home, that entrance cannot face the street.
- It uses the same utility connections as the main home.
- Neighbors within 300 feet are notified when you apply.
The permit costs $400, and the yearly renewal is $30. Finishing a basement also requires a building permit.
